Section R9-10-1712. Physical Plant, Environmental Services, and Equipment Standards

A. If applicable, an administrator shall ensure that a health care institution:
1. Is in a building that:
a. Has a certificate of occupancy from the local juris- diction; and
b. Is free of any plumbing, electrical, ventilation, mechanical, or structural hazard that may jeopardize the health or safety of a patient;
2. Has a living room accessible at all times to a patient;
3. Has a dining area furnished for group meals that is acces- sible to the provider, patients, and any other individuals present in the health care institution;
4. Has:
a. At least one bathroom for each six individuals resid- ing in the health care institution, including patients; and
b. A bathroom accessible for use by a patient that con- tains:
i. A working sink with running water, and
ii. A working toilet that flushes and has a seat; and
5. Has equipment and supplies to maintain a patient’s per- sonal hygiene that are accessible to the patient.
B. An administrator shall ensure that:
1. A health care institution’s premises are:
a. Sufficient to provide the health care institution’s scope of services;
b. Cleaned and disinfected according to the health care institution’s policies and procedures to prevent, min- imize, and control illness and infection;
c. Clean and free from accumulations of dirt, garbage, and rubbish; and
d. Free from a condition or situation that may cause an individual to suffer physical injury;
2. If a health care institution collects urine or stool speci- mens from a patient, the health care institution has at least one bathroom that:
a. Contains:
i. A working sink with running water,
ii. A working toilet that flushes and has a seat,
iii. Toilet tissue,
