Men shall not smoke or carry smoking materials, matches or light- ers underground. The operator shall institute a reasonable program to ensure that persons entering the mine do not carry smoking mate- rials, matches, or lighters. A “reasonable program” means, at the least, a personal search on an irregular basis by mine officials.
