The Department shall issue an applicable class of special permit, as provided under Article 2, for each vehicle, or vehicle and load combina-

tion, exceeding any of the following maximum limits:

Width (A.R.S. § 28-1093)
Vehicles operating on the state highway system designated by the Transportation Board under A.R.S. § 28-304(B)(2)	8’ 6” (8’ if the maximum width of the route is further restricted under R17-6-412, Table 4)
