The Commission shall communicate with a licensee or applicant using the name and address provided to the Commission by the lic- ensee or applicant. To ensure timely receipt of communication from the Commission, a licensee or applicant shall notify the Commis- sion of any change in the licensee’s or applicant’s name or address.
