The Department shall designate as Arizona medically underserved areas:

1. The primary care areas or parts of primary care areas des- ignated as primary care HPSAs by the U.S. Department of Health and Human Services, and

2. The primary care areas designated as medically under- served by the Department under R9-24-203 and Table 1.
