Adopted effective September 20, 1996, under an exemp- tion from A.R.S. Title 41, Chapter 6, pursuant to A.R.S. § 36-2907.08 (Supp. 96-3). Section expired under A.R.S. § 41-1056(E) at 7 A.A.R. 3844, effective July 30, 2001
