All requests for an advance of funds must be made in writing and shall be signed by the applicant's authorized representative and for- warded to the Director. The Director shall assess a request for an advance to determine whether the request is reasonable and for eli- gible work that has been completed. The Director shall grant a request for an advance for work not completed only if an applicant

has demonstrated that the work cannot be completed without an advance. The amount of an advance will be based upon damage assessment, eligible expenditures to date and the estimated eligible
