Parties to any contested case may stipulate, in writing, agreement upon any matter involved in the proceeding. If approved by the pre- siding officer, agreement on matters of procedure shall be binding upon the parties to the stipulation. The hearing body may require presentation of evidence for proof of stipulated facts for the hearing body’s consideration. No substantive matter agreed to by the parties shall be binding upon the Board unless incorporated into the deci- sion of the Board.
