  • A.      When proceedings involving a common question of law or fact or common parties are pending before the hearing body, it may, upon its own volition or upon request of any party, order a joint hearing on any or all the matters at issue.

    B.       In furtherance of convenience, to avoid prejudice, or when separate hearings will be conducive to expedition and econ- omy, the hearing body may, upon its own volition or upon request of any party, order any proceeding severed with respect to some or all issues or parties.
