Section R7-2-1047. Discussions with Individual Offerors

  • A.      Discussions may be conducted with responsible offerors who submit proposals determined to be acceptable for further con- sideration. Discussions may be conducted to assure full under- standing of the proposal in order to obtain the most advantageous contract for the school district based upon the requirements and evaluation factors in the request for propos- als. Offerors shall be afforded fair treatment with respect to any opportunity for discussion and revision of proposals.

    B.       A school district shall establish procedures and schedules for conducting discussions. The school district shall ensure there is no disclosure of one offeror’s  price or any information derived from competing proposals to another offeror.

    C.      Discussions may be conducted orally or in writing. If oral dis- cussions are conducted, the offeror shall confirm the discus- sions in writing.

    D.      If discussions are conducted, they shall be conducted with all offerors who submit proposals determined to be acceptable for further consideration. Proposals may not be revised during dis- cussions.

    E.       The school district shall keep a detailed record of all discus- sions in the procurement file.
