Section R7-2-1035. Multistep Sealed Bidding

A. The multistep sealed bidding method may be used if:
1. Available specifications or purchase descriptions are not sufficiently complete to permit full competition without technical evaluations and discussions to ensure mutual understanding between each bidder and the school dis- trict;
2. Definite criteria exist for evaluation of technical offers;
3. More than one technically qualified source is expected to be available; and
4. A fixed-price contract will be used.
B. The multistep sealed bidding method may not be used for con- struction contracts.
