A. A person shall apply for TC payments by submitting an identi- fiable Department-approved application to an FAA office in person, by mail, fax, or electronic transmittal.
B. An identifiable application means an application that contains:
1. The legible name and address of the applicant; and
2. The signature of the applicant, the applicant’s representa- tive, or if the applicant is incompetent or incapacitated, someone legally authorized to act on behalf of the appli- cant.
C. The application filing date is the date an FAA office receives an identifiable application. If the applicant is eligible, the Department shall pay TC payments calculated from this date.
