The Authority may adopt and revise from time to time general guidelines for the information of prospective financing applicants pertaining to preliminary and final application procedures and other matters concerning the documentation, costs and expenses, and tim- ing involved in the Authority’s issuance of bonds on behalf of any participating facility.
