A Vice-chairman may be elected from among the members of the Board of Directors of the Authority and, except as prohibited by law or these rules and regulations, shall serve as the acting Chair- man of the Board of Directors and perform the duties of the Chair- man in the event of the absence, disability or inability to act of the Chairman.
