The Chairman shall preside at all meetings of the Board of Direc- tors and shall have general supervision over the business and affairs of the Authority. Except as otherwise provided herein, or by resolu- tion of the Board of Directors, the Chairman shall sign all orders, contracts and other instruments to be executed on behalf of the Authority.
