A. This chapter applies to all actions and proceedings of the Board and is deemed part of the record in every action or pro- ceeding without formal introduction or reference. All parties are deemed to have knowledge of this chapter, which the Board shall make available on the Board’s website.
B. The Board, when within the Board’s jurisdiction, may, in the interest of justice, excuse the failure of any person to comply with any part of this chapter.
C. The Board, or in case of an emergency, the President or Execu- tive Director, when within the Board’s jurisdiction, may grant an extension of time to comply with this chapter.
