A. Livestock may not enter the state of Arizona unless accompa- nied by an Arizona permit. Except as discussed in subsection (B), this requirement applies regardless of the species, breed, sex, class, age, point of origin, place of destination, or purpose of the movement of the livestock entering the state.
B. Exceptions:
1. Horses, mules, and asses; or
2. Livestock consigned directly to slaughter at a state or fed- erally licensed slaughter establishment.
