All reports, books, and records of the self-insurer relating to classi- fications, payroll, incurred loss reserves, and procedures for devel- opment of statistical information for the development of rating information are subject to review by the Commission and its autho- rized representatives. If, in the judgment of the Commission, reports, records, and data relating to payroll or claims are not valid or credible, the Commission reserves the right to require correction of procedure and data to better determine the information needed to evaluate the rating programs.
