Each owner or operator of a gasoline dispensing site using stage I vapor recovery shall obtain adequate training and written instruc- tions to enable the system to be installed, operated, and maintained properly in accordance with the manufacturer’s specifications and CARB certification. The owner or operator shall maintain docu- mentation of this training on-site and make the documentation available to the Department on request.
