  • A.      The agency chief procurement officer may conduct negotia- tions with any or none of the offerors.

    B.       The agency chief procurement officer may conduct negotia- tions to improve offers in such areas as cost, price, specifica- tions, performance, or terms and conditions, and to achieve best value for the state.

    C.      The agency chief procurement officer shall document the results of negotiations in writing by requesting a best and final offer as defined in R2-7-C315.

    D.      The agency chief procurement officer shall ensure that negoti- ations do not disclose any information derived from other offers.
