  • A.      The purpose for clarifications is to provide for a greater mutual understanding of the offer. Clarifications are not negotiations and material changes to the request for proposal or offer shall not be made by clarification.

    B.       The agency chief procurement officer may request clarifica- tions from offerors at any time after receipt of offers. Clarifica- tions may be requested orally or in writing. If clarifications are requested orally, the offeror shall confirm the request in writ- ing. A request for clarifications shall not be considered a deter- mination that the offeror is susceptible for award.

    C.      The agency chief procurement officer shall retain any clarifi- cations in the procurement file.
