A party may appeal a final administrative decision pursuant to
A.R.S. § 12-901 et seq. (Judicial Review of Administrative Deci- sions). A party does not have the right to judicial review unless that party first exhausts its administrative remedies by going through the above steps. After a hearing has been held and a final administra- tive decision has been entered pursuant to § 41-1092.08, a party is not required to file a motion for rehearing or review of the decision in order to exhaust the party’ s administrative remedies.
