  • A.      These rules apply to any matter heard by the Office of Admin- istrative Hearings.

    B.       An administrative law judge may waive the application of any of these rules to further administrative convenience, expedi- tion, and economy if:

    1.        The waiver does not conflict with law, and

    2.        The waiver does not cause undue prejudice to any party.

    C.      If a procedure is not provided by statute or these rules, an administrative law judge may issue an order using the Arizona Rules of Civil Procedure and related local rules for guidance.
