  • The following definitions apply in this Article:

    1.        “Special event” or “event” means an assembly, demon- stration, display, festival, parade, or rally conducted by a person other than a ceremony, gathering, or press confer- ence conducted by a person authorized by the head of a state agency using the agency’s own office space.

    2.        “Sponsor” means the person holding a special event.
