Section R19-3-560. Stay of Procurement During Appeal to Director

A. If a stay is issued under R19-3-555, the filing of an appeal shall automatically continue the stay, unless the Director makes a written determination that the award of the contract or a notice to proceed with contract performance is necessary to protect the substantial interests of the Lottery.
B. Following a review of the procurement officer’s decision and the interested party’s appeal, the Director may stay the pro- curement if the Director determines that there is a reasonable probability the protest will be upheld or that a stay is in the best interests of the Lottery.
