  • A.      If only one responsive offer is received, the procurement offi- cer shall explain in writing whether award of the contract is advantageous to the Lottery and place the determination in the procurement file.

    B.       The procurement officer shall award a contract to the small business determined to be most advantageous to the Lottery in accordance with any evaluation factors identified in the request for quotation.

    C.      The procurement officer shall notify the Director and the Lot- tery Commission of an award. The award will be final and binding unless rejected by the Lottery Commission at a meet- ing held within 14 calendar days after the award is communi- cated to the Commissioners. The procurement officer shall send notice of the meeting to all offerors.

    D.      The procurement officer shall make the procurement file avail- able to the public on the date the contract award becomes effective and binding.
