  • The procurement officer may conduct one or more pre-offer confer- ences. If a pre-offer conference is conducted, it shall be not less than seven days before the offer due date and time, unless the pro- curement officer makes a written determination that the specific needs of the procurement justify a shorter time. Statements made during a pre-offer conference are not amendments to the solicita- tion.
