A person subject to this Article shall allow, during reasonable times, a representative of the Department to enter property subject to this Article, to:

1.        Inspect all biosolids pathogen and vector treatment facili- ties, transportation vehicles, incinerators that fire sewage sludge, and land application sites to determine compli- ance with this Article;

2.        Inspect and copy records prepared in accordance with this Article; and

3.        Sample biosolids quality.
