Section R18-2-905. Standards of Performance for Storage Vessels for Petroleum Liquids

In addition to 40 CFR 60.110 - 60.113:
1. Any petroleum liquid storage tank of less than 40,000 gallons (151,412 liters) capacity shall be equipped with a submerged filling device or acceptable equivalent as
determined by the Director for the control of hydrocarbon emissions.
2. All facilities for dock loading of petroleum products hav- ing a vapor pressure of 2.0 pounds per square inch abso- lute, or greater, at loading pressure shall provide for submerged filling or other acceptable equivalent for con- trol of hydrocarbon emissions.
3. All pumps and compressors which handle volatile organic compounds shall be equipped with mechanical seals or other equipment of equal efficiency to prevent the release of organic contaminants into the atmosphere.
