Section R18-2-512. Changes to Facilities Granted Coverage under General Permits

A. This Section applies to changes made at a facility that has been granted coverage under a general permit.
B. Facility Changes that Require New Authorization to Operate. The following changes at a source that has been granted cover- age under a general permit shall be made only after the source requests new authorization to operate from the Director:
1. Adding new emissions units that require new authoriza- tion to operate,
2. Installing replacement emissions units that require autho- rization to operate.
C. Facility Changes that Do Not Require Authorization to Oper- ate. The following changes at a source that has been granted coverage under a general permit shall be made only after the source provides written notification to the Department:
1. Adding new emissions units that do not require authoriza- tion to operate,
2. Installing a replacement emissions unit with a higher capacity that does not require authorization to operate,
3. Adding or replacing air pollution control equipment.
D. A source that has been granted coverage under a general per- mit shall keep a record of any physical change or change in the method of operation that could affect emissions. The record shall include a description of the change and the date the change occurred.
E. For sources that submit a request or notification under subsec- tion (B) or (C), the applicant shall provide information identi- fying and describing the source, its processes, and operating conditions in sufficient detail to allow the Director to deter- mine continued qualification for, and to assure compliance with, the general permit. The Director shall act on a request for new authority to operate under a general permit as expedi- tiously as possible. The source may operate under the terms of the applicable general permit during that time.
