Section R18-2-503. Application for Coverage under General Permit

A. Once the Director has issued a general permit, any source which is a member of the class of facilities covered by the gen- eral permit may apply to the Director for authority to operate under the general permit. At the time the Director issues a gen- eral permit, the Director may also establish a specific applica- tion form with filing instructions for sources in the category covered by the general permit. Applicants shall complete the specific application form or, if none has been adopted, the standard application form contained in Appendix 1 to this

Chapter. The specific application form shall, at a minimum, require the applicant to submit the following information:
1. Information identifying and describing the source, its processes, and operating conditions in sufficient detail to allow the Director to determine qualification for, and to assure compliance with, the general permit.
2. A compliance plan that meets the requirements of R18-2- 309.
B. For sources required to obtain a permit under Title V of the Act, the Director shall provide the Administrator with a permit application summary form and any relevant portion of the per- mit application and compliance plan. To the extent possible, this information shall be provided in computer-readable for- mat compatible with the Administrator’s national database management system.
C. The Director shall act on the application for coverage under a general permit as expeditiously as possible. The source may operate under the terms of the applicable general permit during that time. The Director may defer acting on an application under this subsection (if) the Director has provided notice of intent to renew or not renew the permit.
D. The Director shall deny an application for coverage from any Class I source that is subject to case-by-case standards or requirements.
