  • A.      An envelope permit applicant denied issuance by the Depart- ment, as prescribed under A.R.S. § 28-1142, shall not reapply for an envelope permit for two years from the date of denial.

    B.       An envelope permit applicant, who has previously had an envelope permit revoked by the Department under A.R.S. § 28-1147, shall not reapply for an envelope permit for two years from the date of revocation.

    C.      Upon reapplication, an applicant shall show by a preponder- ance of evidence that the underlying cause for denial or revo- cation has been removed.
