When not in conflict with law, these Rules of Practice and Proce- dure shall govern in all cases before the Committee. In all cases in which procedure is not set forth either by law or by these rules, the Rules of Civil Procedure for the Superior Courts of Arizona, as established by the Supreme Court of Arizona, shall govern, except as may be otherwise directed by the Corporation Commission.
