A. These rules are applicable to all Class A investor-owned utili- ties under the jurisdiction of the Commission and are applica- ble to all transactions entered into after the effective date of these rules.

B. Information furnished to the Commission in compliance with these rules will not be open to public inspection, or made pub- lic, except on order of the Commission, or by the Commission, or a Commissioner in the course of a hearing or proceeding.
