A.      To determine the baseline, an affected utility shall estimate the level of electric demand and consumption and the associated costs that would have occurred in the absence of a DSM pro- gram or DSM measure.

B.       For demand response programs, an affected utility shall use customer load profile information to verify baseline consump- tion patterns and the peak demand savings resulting from demand response actions.

C.      For installations or applications that have multiple fuel choices, an affected utility shall determine the baseline using the same fuel source actually used for the installation or appli- cation.
