US WEST Communications, Inc., will serve as interim Administra- tor of the AUSF and will perform the functions detailed herein that are required of the Administrator for a transition period until a pri- vate, neutral third party is appointed by the Commission to serve as Administrator of the AUSF. A neutral third party selected through the competitive bid process shall be appointed no later than July 1, 1997.
