Upon recommendation of the Board, the Director may fix a period and terms of probation to protect the public health or safety or to rehabilitate or educate a licensee or registrant. A licensee may con- tinue to operate and a registrant may continue to perform the duties of security guard or armed security guard during a period of proba- tion subject to the terms established by the Director.
