A responsible party shall be liable for any fines, penalties, or other sanctions resulting from the installation, monitoring, use, or accu- racy of any measuring device, method, or recordkeeping, notwith- standing that the installation, monitoring, use, or recordkeeping may have been done by an agent of the responsible party.
