A.      The Director may revoke a certificate if an assured water sup- ply does not exist.

B.       The Director shall not revoke a certificate if any of the residen- tial lots within the plat have been sold.

C.      If the Director determines that a certificate should be revoked, the Director shall provide for an administrative hearing, in accordance with A.R.S. Title 41, Chapter 6, Article 10. To determine whether a certificate should be revoked, the Direc- tor shall use the standards in place at the time the original application was submitted for the certificate.
