  • A.      A registrant shall not permit an individual to act as:

    1.        A particle accelerator operator of any type unless the individual:

    a.         Has received copies of and instruction in this Article and the registrant’s operating and emergency proce- dures,

    b.        Demonstrates an understanding of the material, and

    c.         Has demonstrated competence in the use the particle accelerator, related equipment, and survey instru- ments that will be employed during the operation of the particle accelerator;

    2.        A medical particle accelerator operator unless the indi- vidual is certified as required in A.R.S. § 32-2811 or the operator meets the requirements in R12-1-603(B); or

    3.        An industrial particle accelerator operator unless the indi- vidual has been instructed in radiation safety.

    B.       A registrant shall provide either the Radiation Safety Commit- tee or the Radiation Safety Officer with the authority to termi- nate operations at a particle accelerator facility if this is necessary to protect health and safety or property.

    C.      If equipment is capable of both stationary and moving beam therapy, the registrant shall ensure that:

    1.        Irradiation is not possible unless either stationary or mov- ing beam therapy has been selected at the control panel,

    2.        An interlock is provided to ensure that the machine will operate only in the mode that has been selected,

    3.        An interlock is provided that terminates irradiation if the gantry fails to move properly during moving beam ther- apy,

    4.        A means is provided to prevent movement during station- ary therapy, and

    5.        The mode of operation is displayed at the control panel.
