Smoking, matches, open flames, spark-producing devices and car- rying of firearms or ammunition shall be prohibited in or within 50 feet of the following areas:

1.        Explosive and blasting supply magazines.

2.        Blasting agent and oxidizer storage sites.

3.        Blasting agent mixing plants (fixed or mobile).

4.        Vehicles transporting explosives, blasting agents or oxi- dizers.

5.        Blasting sites, except for approved means of firing blasts.
