Changes in ventilation that materially affect the main air current of any split thereof and may affect the safety of persons in the mine shall be made only when no work is being done in the mine other than that necessary to effect the ventilation change. Only those per- sons engaged in making such changes shall be permitted in the mine during the change. Power shall be removed from the areas affected by the change before work starts and not restored until the effect of the change has been ascertained and the affected areas determined to be safe by a qualified person.
