Every friction hoist shall be accompanied by a certificate from the manufacturer, or an independent person approved by the Mine Inspector, giving the maximum rated unbalanced load and the max- imum rated suspended load of the hoist, and the hoist shall not be located beyond the maximum loads so specified.
