Section R1-1-405. Addition of a New Section Between Existing Sec- tions

An agency shall request, in writing or orally, and receive the Office’s permission before inserting a new Section between two existing, consecutively numbered Sections. The agency shall num- ber the new Section using the Section number of the preceding existing Section, followed by a decimal point and a two-digit num- ber. The new Section shall be in numerical order.
